Easy Cheesy Potato Soup

2 cups cubed potatoes
1 1/2 cups water
large onion (diced)
3 T butter
3T flour
1/4 t pepper
3 cups milk
1 1/2 cups fine shredded cheddar
broccoli (steamed or cooked)
Boil potatoes until they can be easily pierced with a fork.  Drain potatoes but reserve 1 cup of liquid.  Melt butter, add flour and stir until smooth.  Season with salt and pepper.  Gradually add milk.  Bring to boil, continue to stir until thick or your desired consistency.  Reduce heat, add cheese.  Stir until melted.  Add cooked broccoli.
